General Counsel

RCPS General Counsel Santana FlaniganSantana T. Flanigan received his Bachelor of Arts degree from Emory University in 2001 and his Juris Doctor degree from the University of Georgia School of Law in 2006. Upon graduation, he clerked for the Honorable Cindy Morris in the Conasauga Judicial Circuit and practiced employment law and civil rights defense in Milwaukee, Wisconsin.

Prior to joining Rockdale County Public Schools, Mr. Flanigan was a partner at Smith, Welch, Webb & White, LLC where he provided legal representation to a variety of public entities, which included rural and urban school districts, private schools, statewide charter and private schools, city and county governments, and housing and water authorities. In addition to representing public entities, Mr. Flanigan also represented clients in domestic and business disputes and real estate closings.

From January 2013 through June 2014, Mr. Flanigan served as the chief municipal judge for the City of Stockbridge, where he was the first African American named to a city judicial position. He currently serves as an associate magistrate court judge for Henry County. Southern Journal Magazine identified Mr. Flanigan as a “Top Attorney” in 2014, the Daily Report named Mr. Flanigan as a 2017 “On the Rise” attorney, and The National Black Lawyers named Mr. Flanigan to its “Top 100 Black Lawyers” list in 2019. Mr. Flanigan is a 2019 graduate of Leadership Rockdale and a member of the Leadership Georgia Class of 2020.
